SECTION XX
Not later than 10 days after the effective date of this act, the comptroller shall transfer $5 million from the General Fund to the Affordable Housing Trust Fund established by chapter 121D of the General Laws; provided, however, that not less than $3 million shall be used to increase the supply of permanent and transitional housing for people with cognitive and physical disabilities, with a priority to be given to former residents of state hospitals.
